MANCHESTER, England, July 18 (Reuters) - Incoming British prime minister Andy Burnham will scrap the government's troubled plans for a digital ID scheme when he enters office on Monday, a spokesperson for the new Labour Party leader said.

Andy Burnham will enter 10 Downing Street promising to give people "breathing room" against the rising cost of living.

Powell said Burnham's leadership would be a moment for "clearing the decks of all the other things that might distract" from the cost of living and the economy.
